Responsible for performing technical engineering work and applying the principles and practices of civil engineering as applied to public works.
2020 Salary Range is $84,107 to $104,896. Hiring range is $84,107 – $90,533.

MAJOR AREAS OF ACCOUNTABILITY:
Prepare the engineering review of private land development projects including subdivisions, plats and other planning actions for conformance with City Code, City Ordinances, and Comprehensive Plans. Assist with performing engineering administration duties of private land development projects including development contract review, construction observation monitoring, final inspection and acceptance coordination, security reduction request processing and overall project management.
Review construction plans and specifications of developer-installed public improvements including grading, drainage and erosion control, sanitary sewer, water distribution, and street and storm sewer for conformance with City standard specifications and policies. Work closely with developers, engineers, contractors and property owners to address unique or unanticipated field issues as directed.
Assist with delivering municipal improvement projects including preparing cost estimates,, surveys, permits, engineering plans, specifications and construction contract documents. Assist with performing construction administration duties of municipal improvement projects including meeting attendance, construction observation monitoring and final inspection and acceptance coordination.
Respond to requests from the public for information relating to grading and drainage concerns, existing and proposed public improvements, construction projects and other engineering related issues.
Respond to requests from the public for information relating to traffic including speed limits, stop signs, traffic signals, crosswalks and general safety questions.
Assist with preparing Municipal State Aid and Minnesota Department of Transportation reports (i.e. Certification of Mileage, Needs Update, Traffic Volumes).
Assist with administering City right-of-way permit applications.
Review and maintain as-built record plans of public improvements.
Other duties and special projects as apparent or specifically assigned. ?
RELATIONSHIPS AND CONTACTS
Under the immediate general and technical supervision of the Senior Project Engineer.
Ability to establish and maintain effective working relationships with co-workers, the public, developers, consultants, contractors and other public agencies.
SCHEDULES AND OTHER CONDITIONS
Subject to a standard eight-hour work day plus occasional attendance at a variety of City advisory committee and public informational meetings held during the evenings.
Bachelor’s Degree in Civil Engineering from an accredited engineering degree program and a minimum of four (4) years of progressively responsible work experience in the civil engineering field.
Possess and maintain licensure in the State of Minnesota as a Professional Engineer or have the ability to obtain licensure within six (6) month of hire.
Knowledge of the principles and practices of civil engineering, including State and Federal rules and regulations as applied to the construction of public works projects.
Ability to provide and communicate technical engineering information effectively, both verbally and in writing, including proficiency of basic Microsoft Office skills.
Ability to work independently, prioritize tasks and complete work accurately on a timely basis.
Valid driver’s license.
Ability to work outdoors in all weather conditions and various terrain.
Previous experience in municipal engineering and site/plan development.
Previous engineering and design software experience (i.e. AutoCAD Civil 3D, HydroCAD), construction survey techniques and standards experience (i.e. Trimble) and GIS (ArcView) mapping applications experience.
